This report from Virginia’s Roanoke Valley Alleghany Regional Commission explains the negative impacts of light pollution and the importance of outdoor lighting ordinances as effective means of regulating and controlling certain types of lighting. It evaluates current light pollution levels and regulatory practices within the region, and highlights the elements of lighting zones, maximum permitted light, provisions for required shielding on certain fixtures, and lighting curfews in effective outdoor lighting ordinances. An appendix includes a collection of model ordinances and sample ordinances from other Virginia localities.
