Outdoor Lighting 

The city addresses outdoor lighting in its Health and Safety title of its municipal code (Chapter 8.64). The 2007 ordinance intends to promote safe lighting levels while reducing light pollution, trespass, and glare; conserving energy; and improving nighttime aesthetics; it applies to new residential, multifamily residential, commercial, and industrial development, as well as to expansion or redevelopment of existing commercial, industrial, and multifamily residential development.

The code offers definitions, establishes a Lighting Administration to administer the ordinance, and lists prohibited lighting types. The ordinance establishes general standards for new commercial, industrial, and multifamily residential lighting installations—including historic lighting styles, monument and exterior building lighting, sign lighting, canopy lighting, and lighting for recreational facilities and outside car display lots—as well as for residential lighting installations. It also addresses nonconforming lighting and new street lighting. The code also provides for outdoor lighting plan submittal and certification, appeals, and enforcement/violations.
