The city addresses outdoor lighting in its zoning code (§190-88 et seq.). The article’s intent is to reduce the problems created by improperly designed and installed outdoor lighting by limiting total area and total allowable illumination of lots within the city.
Provisions apply to all public and private lighting except for installations within the downtown zoning districts and other listed exemptions. The code generally addresses control of glare and design of luminaires. It requires conformance of nonconforming lighting once it is replaced or moved; temporary nonconforming lighting may be permitted with conditional use approval.
A lighting plan is required for subdivision plan or site plan approval; requirements are listed (§190-275).
