This article evaluates the efficacy of a California statute that permits cities and counties to count accessory dwelling units (ADUs) toward affordable housing production goals. It finds that absent affordability restrictions in local ADU regulations, the majority of ADUs are offered as market-rate units and not reserved for income-qualified households.
