Affordable Housing Programs

This report is a comprehensive study of inclusionary housing policies in the United States. It finds that these programs are becoming an increasingly popular tool to incentivize the development of new affordable housing through density bonuses, zoning variances, or fee reductions, especially in New Jersey, Massachusetts, and California. It also shares that most programs prioritize on-site affordable housing development and ensure long-term affordability.

This report is a comprehensive study of inclusionary housing policies in the U.S. that support affordable housing and increasing housing supply. It concludes that inclusionary housing programs are an increasingly prevalent tool for producing affordable housing and work to prioritize on-site affordable housing development and ensure long-term affordability.

Inclusionary Housing

This report, the most comprehensive study of inclusionary housing conducted to date, identifies 886 jurisdictions with inclusionary housing programs located in 25 states and the District of Columbia at the end of 2016. The report examines trends in and characteristics of some of these programs, and it quantifies to the extent possible program outcomes in terms of affordable units built through inclusionary housing programs and in-lieu fees collected for affordable housing. It concludes that inclusionary housing programs are an increasingly prevalent tool for producing affordable housing and work to prioritize on-site affordable housing development and ensure long-term affordability.
