Capital Improvements Programming

This article presents a historical overview of the connections between land-use and infrastructure planning. It traces the roots of city planning to systematic efforts to provide infrastructure systems and discusses how approaches to and responsibilities for infrastructure planning changed throughout the 20^th century.
