Capital Improvements Programming

The city’s government code includes enabling provisions for capital improvements programming (§2-12). These provisions address the scope and intent of the capital improvements program (CIP), definitions, adopting the CIP, city council participation, amending the CIP, progress reports, trails and bikeways set asides, and metropolitan transportation plan and transportation improvement program submittals.
