 Creative Placemaking

This report focuses on creative placemaking projects and opportunities to activate vacant properties in St. Paul using arts and culture strategies. It provides an overview of two successful projects, Frogtown Green and Urban Flower Field, as well as a review of conditions that impact creative placemaking efforts. Opportunities for creative placemaking in vacant properties include equipping a permanent city artist position with tools to develop community arts and culture projects, using short-term leases on vacant properties to enable creative placemaking uses, balancing short-term and long-term uses, simplifying the process to access municipal properties for creative placemaking efforts, and providing support for artists interested in starting a community project.
