This guide is designed to help local governments promote equity through clean energy program design. Programs that increase solar development can promote comprehensive inclusivity to address social, racial, and economic inequities. The guide focuses specifically on the design of programs that promote access for low- and moderate-income (LMI) households and address structural and institutional racism. It discusses the design process, program structure, and program implementation and evaluation and includes additional relevant tools and resources with each section.
