This guide is designed to help states and local governments design and implement policies and programs to promote solar access for low-income consumers. Low-income households are likely to face the greatest number of barriers and to benefit the most financially with residential solar. Individual sections discuss compensation mechanisms, direct incentives, financing policies, current low-income energy policies to solar, and solar for low-income support services.
