This guide provides an overview of wind energy conversion system (WECS) siting and construction processes as they relate to county and township wind energy regulations. While most wind energy standards address decommissioning processes, it suggests that communities should also incorporate pre- and post-construction standards. For example, it discusses the prevalence of site restoration standards related to decommissioning, but none for post-construction (p.4).
