This guide provides Kansas cities and counties with recommended practices for approaching wind energy regulation, a summary of state land use regulations, and wind ordinance examples from four Kansas counties.
Rather than provide one recommended model ordinance, it groups the full-text from four county’s codes into a common wind ordinance structure (§II). Standards address land use, noise, natural and biological resources, visual impact, soil erosion, water quality, safety, roads, cultural/archeological/paleontological resources, communications and power lines, decommissioning and site reclamation, public review process, power purchase agreements, and monitoring and review. It does the same for county application procedures and requirements (§3).
