This model ordinance provides a template to help cities and counties in Maryland develop small wind energy system regulations. It defines systems of less than 100 kW as small wind energy systems (§3). It regulates turbine appearance (§5.1). It regulates tower height on half acre to one acre parcels (§5.2.1&2). Turbine height determines required setbacks from neighboring property lines, “non-participating” building structures, roads, and utility infrastructure (§5.2.3-6). All setbacks distances are a multiple greater than the system height.
