The county’s unified development code defines and regulates small and large wind energy systems.
It permits small wind energy systems in most zoning districts, subject to use-specific standards (§19.020). Permitting requirements vary based on tower height and property size. Standards vary based on permitting requirements.
It permits large wind energy systems with a discretionary use permit in forest and farming districts, subject to use-specific standards (§19.030). These standards address air safety, interference with communications, noise, visual impact, natural resource and wildlife protection, historical and cultural resource protection, fire protection and emergency response, public safety, transportation plans, road use agreements, onsite access and staging areas, dust control, erosion and sediment control, weed control, signs, underground systems, operation and maintenance buildings, coordination and documentation, and decommissioning.
It defines various terms related to “wind power” (§1.090).
