This article looks at worldwide efforts to regulate short-term residential rentals, focusing on key challenges cities face and the rationale behind different regulatory approaches. It draws on existing literature to explore the impacts of Airbnb on cities and explains regulatory approaches to this use, noting four types of restrictions cities may adopt. Researchers studied the policy documents of 11 U.S. and European cities where Airbnb is posing challenges and use Denver as a case study, examining its innovative licensing system and relatively high compliance rates.
