Short-Term Residential Rentals

This report from a worker advocacy group examines the history of Airbnb and its impacts on the housing market in Los Angeles. It argues that short-term residential rental policies should protect neighborhoods, municipalities should adopt regulatory controls for this use, Airbnb should share enforcement burdens, and use of homesharing platforms by commercial hosts should be curtailed. It examines policy and regulatory intervention strategies from Portland, Oregon; San Francisco; New York City; and other southern California cities.
