Short-Term Residential Rentals

This article examines different ways of regulating short-term residential rentals in Arizona and argues for the creation of new regulatory approaches to maximize benefits for both municipalities and Airbnb users. It offers a general overview of the Airbnb home sharing model and describes three different approaches to addressing this use in Arizona: flexibility in Phoenix, strict prohibition in Pima County, and litigation in Jerome. The article examines different options for regulating short-term residential uses under current zoning and licensing laws, and recommends that local governments create new ways to better regulate these uses, as has been the case in San Francisco, Santa Monica, and San Diego.
