Short-Term Residential Rentals

The city’s development code addresses short-term residential rentals. A 2014 ordinance establishes two defined use types: “homestays” (owner-occupied dwellings) and “vacation rentals” (non-owner-occupied structures) (§16.04.070).

Both uses are permitted with a minor use permits in all residential districts except those for high-density multifamily housing and mobile home parks (Table 16.32.040-A), and in all nonresidential districts except the industrial mixed use and regional commercial districts (Table 16.36.030-A). A business license is also required, and Transient Occupancy Taxes must be paid (§3.24.030).

The code establishes specific use standards for vacation rentals (§16.52.230) and homestays (§16.52.240). Performance conditions and standards address neighborhood compatibility; building, fire, and environmental code compliance; limitations on length of stay; and prohibition of on-site advertising. Vacation rentals must have a contact person within a 15-minute drive of the property available at all times, who must respond to complaints within designated time limits. A 300’ separation requirement between vacation rentals and between homestays is established.
