This report identifies the challenges and opportunities of the development and financing of childcare facilities in California. The authors identify three main barriers to the development of high-quality childcare facilities:

1. Regulatory and Systemic Barriers
2. Limited Real Estate and Finance Capacity of the Sector
3. Economic Challenges

For each of these barriers, recommendations for the state government, local governments, and childcare leaders are proposed. The report also highlights public and private projects that are working to improve childcare in the state.
