This report defines sprawl, discusses how it is promoted in current policies, and proposes policy reforms. It argues that the internal and external costs of sprawl are not worth the benefits, which go mostly to sprawled community residents. The economic, social, and environmental benefits of smart growth as an alternative development pattern are highlighted.
