Green Building

This article explores how a federal green building regulation could offset costs for green building and lower the long-term costs associated with global warming. It surveys existing state and local regulations to identify how a federal regulation would function in a broader climate change policy. The article highlights three of the most common green building programs: public construction requirements, voluntary incentive programs, and mandatory public and private construction programs.
