This report studies the grassroots efforts to resist gentrification in San Francisco and Oakland, California and shares policy recommendations. It defines gentrification and rent gap in the Introduction, shares some of the political and economic context for these phenomena in the Bay Area, and frames gentrification as a public health issue. It also shares a comprehensive Housing Rights Framework with six key principles.
