This article investigates the efficacy of historic rehabilitation tax credits (RTCs) in supporting urban revitalization, especially during a recession. It shares the results of case studies and longitudinal data analysis from ten cities, finding that RTCs concentrate downtown and are an important reinvestment tool. It urges planners to remove regulatory barriers and to work proactively with local preservationists to take advantage of RTC financing.
