Historic Preservation

This article discusses how Arnstein’s ladder can be reconceptualized to support meaningful citizen empowerment and participation in grassroots preservation projects. It shares the results of mixed-methods participatory action research conducted at a preservation symposium, finding a role for professionals as a facilitator of, and active participant in, citizen-centered planning.
