This functional plan sets a strategy for historic preservation in Buncombe County, North Carolina and the city of Asheville. It discusses the opportunities and challenges of historic preservation and outlines the local and state legal framework. Chapters 3 through 8 each examine an aspect of the local historic preservation program, from advocacy and tax credits to district designation and heritage tourism.
