Green Stormwater Infrastructure

This report recommends using green infrastructure at both local and regional levels to address stormwater pollution. It reviews federal and state stormwater regulations and argues for a hybrid regional effort that combines a cap and trade program with a fee program. The report provides model municipal code provisions and case studies as appendices.
