Affordable Housing Programs

This article examines what state governments can do to address disaster preparedness and recovery in their LIHTC plans. It identifies states and territories that have provisions for preparedness, recovery, or both, and finds that these provisions are most common in areas with high homeownership rates, low home values, and low rents.

Hazard Mitigation

This article investigates how and to what degree states are using the Low-Income Housing Tax Credit (LIHTC) to prepare for and recover from disasters. It discusses the disproportionate impacts of disasters on low-income earners, the purpose and function of the LIHTC, and how states are using LIHTC to support disaster recovery. The article concludes by recommending provisions for encouraging resilient and equitable building and design.
