Hazard Mitigation

This article analyzes the quality of county hazard mitigation plans in the southeast. It assesses the prevalence of three direction-setting principles and four action-oriented principles to evaluate plan quality, which include goals, fact base, policies, participation, inter-organizational coordination, implementation, and monitoring. The article also surveys “informants” from 379 rural counties to identify common challenges and qualities.
