This article evaluates the relationship between comprehensive plan quality and residential development patterns in “designated hurricane hazard zones” in Florida. It provides an overview Florida’s approach to growth management and coastal planning at the state and local levels and the role of local comprehensive planning. The article concludes with a discussion on the findings and their implications for planning and policymaking.
