This article outlines a four-point framework for reconstruction and recovery planning. It focuses on the avoidance of vulnerable areas, the separation of hazards and development, the control of hazards with built resiliency, and the integration of these strategies among decisionmakers. The article presents this framework for hazard resilient reconstruction.
