This functional plan details a hazard mitigation strategy for the incorporated jurisdictions and unincorporated areas of the county. Its recommended actions advance eight goals: 

• Reducing threats to public health and safety from natural hazards 

• Reducing the risk and negative effects of past soil contamination 

• Prioritizing the protection of people, structure, and infrastructure 

• Educating people and communities about hazard mitigation 

• Establishing mitigation priorities and strategies 

• Reducing the negative environmental effects of natural hazards 

• Reducing the long-term costs of disaster recovery and mitigation 

• Facilitating sustainable land use
