Brownfields Redevelopment

This subarea plan outlines the City of Norfolk’s efforts to redevelop the coastal Harbor Park area. The plan focuses on connecting Harbor Park to Norfolk’s downtown and Norfolk State University. It contains recommendations of practical implementation strategies for Harbor Park’s redevelopment and connects the AWP to the adjacent St. Paul neighborhood AWP.
