This report explores opportunities and challenges for expanding transportation network companies’ (TNCs) pooling market in four California metropolitan regions. The report addresses pooling as having the potential to mitigate the negative impacts of transportation network companies and offers considerations for policies that could increase the use of pooled on-demand services across different socio-demographic groups and scenarios.
