This case study evaluates the Limited Access Connections (LAC) project in Pierce County/Tacoma, Washington, to determine if public transit agencies and transportation network companies can collaborate to provide improved transportation solutions to residents. Funded in part by the Federal Transit Administration Mobility on Demand (MOD) Sandbox program, the project provided transportation options to areas with insufficient access, provided first and last-mile connections through rideshare partners, and guaranteed ride homes if traditional transit service was unavailable. Some of the findings point to challenges with data sharing when partnering with TNCs, and that the adoption of a new service by the public can have longer timelines than the ones first established for a pilot program. The appendix of this case study also presents the various agreements between parties for the pilot program.
