This report examines best practices in transportation emission reduction strategies. It provides recommendations to correct planning biases to ensure the maximization of the benefits of transportation management solutions. Some of these biases include a belief that vehicle travel reduction harms the economy, that transportation demand management strategies are hard to implement, and failure to consider the benefits of these strategies.
