Biophilic Planning|Outdoor Lighting

This city’s municipal code protects the night sky from light pollution, which helps biodiversity and is a biophilic element. The lighting ordinance (§9.9.16) uses zoning districts to determine the maximum light levels allowed and requires cut-off light fixtures and shielding to prevent light pollution and glare.

Climate Change

The city’s revenue and taxation code establishes an excise tax to raise revenues to implement its climate action plan (§3-12). It includes the tax rates for residential, commercial, and industrial buildings (§3-12-2) and sets provisions for the payment schedule, reporting, and inspection of records (§3-12-5).
