Transit Oriented Development

This report details how transit oriented development was garnered as the savior for cities that were auto-dependent, but cities are struggling to finance and effective integrated policy for TOD. This report discusses how negotiated developer obligations (NDO's) are used as a value capture method by cities and other value capture methods that are used in Chinese cities.
