Federal-level involvement in housing and zoning reform has been steadily increasing and is poised for even more policy changes in the year ahead. The Biden Administration has made zoning reform and land use a major housing priority reflected in a series of actions, including a Housing Action Plan, new housing criteria for competitive infrastructure grants, and moves to support the development of accessory dwelling units and commercial to residential conversions.

At the same time, Congress has funded a new HUD-based zoning reform grant program, known as the Pathways to Removing Obstacles to Housing (PRO Housing). Capitol Hill is also debating other measures to incentivize local action. The issue has been one of the few to attract broad bipartisan support in Congress. These actions may only be the precursor to expanded funding and new policies from Washington.

Policymakers and experts discussed these initiatives, the appropriate role of the federal government, and what might lie ahead. Get details on new policy tools and resources while delving into the politics of housing and zoning in Washington.
