Professional Biography

Kimberly M. Miller joined Black & Veatch in 2023, and is the Gulf Regional Resilience Lead for the firm's Communities and Ecosystems solutions. Ms. Miller is a Certified Professional Planner with 28 years of experience in the public and private sectors. She began her career at the City of Austin, following in the venerable footsteps of Carol Barrett as the master planner for the redevelopment of the 700-acre Mueller Austin property. She relocated to New York City, where as the Director of Planning for the Municipal Art Society, she developed a plan for the Brooklyn Waterfront that helped lead to the creation of a multimillion dollar greenway. After Hurricane Katrina, Ms. Miller relocated to the Gulf Coast to build the capacity of local community development organizations recovering from the storm. She has a wide range of experience in both municipal and state projects. Representative projects include participating in multiple regional flood planning efforts in Texas, preparing the Port Aransas Parks Plan, working to achieve a more equitable recovery post-Katrina in coastal Mississippi and Louisiana, the Nature Based Tourism Plan for the Gulf Coast National Heritage Area, the Pedestrian Evacuation Plan for the Lower Rio Grande Valley as well as other local, state and regional planning and policy efforts promoting resilience, sustainable growth, natural resource management and municipal planning. Since 2010, she worked in the consulting industry to develop an integrated approach between Planning, Civil Engineering, Environmental Science and Landscape Architecture to promote increased community resilience to natural disasters.
