HUD Announces Second Round of PRO Housing Grant Recipients

The Department of Housing and Urban Development has released a second round of Pathways to Reducing Obstacles to Housing (PRO Housing) grants.

Over $100 million in funding will be distributed to 18 communities nationwide in support of their work to reform outdated and restrictive zoning regulations — a proven approach to increasing housing abundance.

HUD reports that over 200 applications were submitted, representing communities across 47 states and including applicants from rural, suburban, and urban communities. For every $1 available, more than $10 in funding was requested, demonstrating the continued high demand for federal support for zoning reform.

Final Round of Zoning Reform Grants

This marks the final round of grants that the program has set aside for communities to advance zoning reform this year. Though the FY25 budget debate has been delayed until March, APA, and planning advocates continue to push for federal support for local zoning reforms, including a third year of funding for PRO Housing.

"Successful applicants demonstrated a commitment to eliminating barriers to housing and progress toward creating more housing forward communities," states the HUD announcement. In future iterations, APA looks forward to seeing more substantial recognition of the strides that small towns and rural communities are making in housing reform efforts, in addition to their urban and suburban counterparts.

In the meantime, we celebrate the recipients of rounds one and two for demonstrating the positive and effective local impact of zoning reform on housing supply.
