Divisions Council Executive Committee Biographies

Chad has been the planning director for the Hall County Regional Planning Commission in Grand Island, Nebraska, since December 1999. He has been involved with APA leadership since 2002. Chad has a variety of experience in planning issues in Nebraska ranging from work relative to infectious and communicable disease prevention, housing and land use, and zoning. In his spare time, he and his wife run a small community-supported agricultural operation on the outskirts of Grand Island.

Jennie Nolon is a senior attorney & urban program specialist for the Land Use Law Center at Pace Law School where she is also an adjunct professor teaching land use planning and law in America. She works closely with communities to address obstacles to redevelopment and sustainability, manages student research, writes on legal issues about land use and sustainable development, and trains local officials, environmentalists, planners, developers, and attorneys. She is also the principal of Stewardship Consulting LLC, providing organizations with sustainability consulting services especially focused on the intersection of environment and human health. As a volunteer, Jennie is a board member of the Westchester County Municipal Planning Federation and has been involved in APA leadership for over 14 years.

Deborah is the principal/founder of Myerson Consulting, LLC, and serves as secretary/treasurer for the APA Divisions Council executive committee. Myerson has more than 25 years of experience specializing in land use policy, housing, and community development. She has been active in leadership with the APA Private Practice Division and APA Indiana chapter. Myerson has a Bachelor of Arts in comparative literature from the University of Wisconsin-Madison and a Master of Regional Planning from Cornell University.

Meg is in-house counsel at Skeo Solutions, Inc. and has extensive experience helping states and municipalities create regulatory, planning, and policy initiatives to facilitate sustainable development within their communities. This experience includes the development of training, manuals, reports, publications, and planning and regulatory recommendations on a variety of environmental and sustainable development topics. Before joining Skeo, Meg worked as a staff attorney at Pace Law School's Land Use Law Center in White Plains, New York, and she continues her work for the center as a sustainable development consultant. Meg is a member of the Virginia State Bar and serves as editor of the Case Law Digest for APA's Planning and Law Division.

David believes a great community provides transportation choices. David's work focuses on transportation planning that supports communities' long-term goals, focusing on safety first. David is experienced in planning and implementing multiple modes (walking, biking, heavy rail, light rail, bus rapid transit, regional, and local bus services, and TNCs), parking and curb management, and policy (transit-oriented development and transportation demand management), all based on meaningful community participation. David currently serves as the past chair of the Divisions Council executive committee and served as chair of APA’s Transportation Planning Division.
